Here’s a quick note to touch bases with all of you before the next meeting. Just recently, I was thinking about the upcoming National Engineering Week, which is February 19th through the 25th. I remember attending the Engineering Week functions in Chicago a few years back.  Big turnouts.  Lots of engineering firms on display discussing their wares and expertise...recruiting…a big affair.  The last few turnouts have been lean, to say the least.  Where has all the interest in engineering gone?  The Chicagoland area will once again celebrate engineering week this year with several functions in the region.  Do a web search and find something of interest.  Then let’s take the time to try to attend one or a few of them and support our engineering community.  --Gordie

This Meeting

“DPM Crossfire:  Diesel Particulate Matter Regulation - From Industry and MSHA Perspectives”

A Brief Synopsis:  

Bill Pomroy and George Saseen of MSHA and John Head of Continental Placer Inc. will discuss the metal/nonmetal DPM regulations.  This pits strong proponents of the regulations against one its most out-spoken opponents.  Expect to hear of the genesis of the rule back in the early coal days, through the ram-rodding of the present rule on the last day of the Clinton Presidency. 

MSHA subsequently published a final rule on January 19, 2001.    This final rule was subsequently challenged by several mining companies and mining industry organizations, and the United Steelworkers of America (USWA) intervened in the litigation.  As a result of on-going settlement negotiations with the litigants and the USWA, and as partial settlement agreements were reached with the parties, the effective dates of certain provisions of the final rule were delayed, certain provisions were stayed, and other provisions were changed.

What does it mean to you?  Just like California started the EPA clean air regulations, MSHA has gone it alone in regulating diesel exhaust in the workplace.

This presentation will summarize the rule's history, outline the provisions that are in effect at this time, and discuss various DPM control strategies that have been successfully used by mine operators in their attempts to achieve compliance.

.About the Speakers

John Head, mining consultant with Continental Placer Inc. here in Wheaton, has been involved in the mining industry response to the DPM study from it’s inception in the late 80’s.   He has been the leading industry expert responding to various stages of the rule making process, specifically dealing with the technical and economic feasibility of compliance with the proposed MSHA diesel particulate rules.  He has represented the mining industry on behalf of several trade associations and mining companies.

Bill Pomroy of MSHA is a former Bureau of Mines safety engineer with extensive experience in mine ventilation.  Currently he is serving as Staff Assistant, MSHA District Office, Duluth, MN.  Pomroy is the lead engineer in charge of Compliance Assistance to industry for DPM regulation.

George Saseen is with the MSHA Certification and Approval Center at Tridelphia, WV.  He is an applications engineer with extensive experience working with particulate filters and clean burning diesel engines.

Last Meeting

David Pitchford, Senior VP for MMD Mineral sizing talked about size reduction for  mineral products inside the constrains of 3 dimensions, as opposed to the two dimensional crushing machines.  They have taken the concept of a “double roll crusher” used generally in soft material and elevated it to a a high volume hard rock “sizer”.  MMD uses a series of rotating arms on parallel shafts that create a crush + shearing action to break the rock.  MMD builds sizers with a capacity from 300 to 6000 TPH, plus the apron plate feeders to match the sizer.   

This system had success in soft minerals such as coal and gypsum, but use in hard rock was limited until the company made a series of technical improvements which enabled the new machines to handle hard rock applications.  The improvements were in four areas:  (1) forgings replaced most castings, (2) bolts and pins were eliminated by fully welding the components, (3) an improved quality control program for all welds and components, and (4) improved outboard bearings.  The move to outboard bearing allowed MMD to raise the horsepower of the machines to break harder materials, and reduce the wear costs by up to 75%.

February 22:  Our own John Magyar, of International Mining Services has been involved with the reopening of the Turquoise Ridge Mine near Winnemucca, NV.  He will be talking on some of the startup problems, with emphasis on ground control problems which resulted in a shaft failure and the Minova backfill repair which stabilized the ground

The 15th Annual MSHA Spring Thaw/State Grants Conference

Frank Kendorski Appointed to NIOSH Mine Safety Review Panel

Frank Kendorski of Agapito Associates, Inc., has been appointed to the National Academies' Committee to Review the NIOSH Mining Safety and Health Research Program.  The Committee kicks off with a meeting with Academy and NIOSH officials in Washington, DC, in January, followed by meetings with NIOSH Officials in Pittsburgh and Spokane at NIOSH Laboratories.  The Committee is formed from a broad spectrum of persons from academia, industry, labor, engineering, and safety and health organizations.

Four Chicago SME Members to Receive 25 Year Membership Pin

Chicago SME members Douglas L. Gerner, H. John Head, Roy Teifeld, and Edward C. Warner, Jr. all will receive their 25 Year SME Membership Certificates (and lapel pins) this January. The pins and certificates will be mailed directly to the members in January by the SME. Congratulations to these four who have loyally supported our professional society for over 25 years!

New SME Membership Category

Note from Rick Ackerman: A quote from the related news release: “This membership option was developed in response to members who need such an affiliation in order to perform specialized functions related to reserve estimation and reporting.”  The letter from the SME President explaining the new membership class follows.

 

Dear SME Member,

 

It has been a long time coming, and the Registered Member category of member-ship in SME is now a reality.  The Press Release issued yesterday is posted on the SME website:

To qualify as an SME Registered Member, you must present your degree from an accredited university or recognized overseas university plus 5 years of professional experience, at least 3 of which must have been in a position of responsibility.  You will also need to present three endorsements from SME Registered Members.  During 2006, the Registered Member endorsements can be waived providing you present evidence that you are licensed or certified in a state that is a member of the National Association of State Boards of Geology (ASBOG), certified as a professional geologist by the American Institute of Professional Geologists (AIPG), licensed as a professional engineer in any state, or a member in good standing of a Recognized Overseas Professional Organization. 

 

During 2006, if 3 SME Registered Members are not available to you for endorsement, you may present 3 endorsements from individuals who meet the preemptive qualifications referenced above (i.e., licensed or certified engineers or geologists).

 

This category is established on the premise that applicants will present their qualifications and experience in their respective disciplines of expertise and providing they meet the minimum requirements stated above and are willing to be bound by the enforceable Code of Ethics that is stated on the Membership Application form, they may be recognized as an SME Registered Member. 

 

While the Press Release focuses the new category relevance to individuals who wish to perform specialized functions related to

Reserve estimation and reporting, be aware that the Registered Member category is not exclusively for those who estimate and report reserves.  It is for any qualified SME Member who would like to obtain the added recognition as a Registered Member in their respective areas of expertise.

 

Please understand that SME is not yet a Recognized Overseas Professional Organization (ROPO).  The new member-ship category and Code of Ethics had to be established and in place before we can gain recognition as a ROPO (the chicken and egg thing).  SME has already engaged in discussions with exchange regulators in the USA, Australia, Canada, South Africa and Chile, where such recognition is expected and/or required.  Now that our new membership category is in place, we see nothing to get in the way of gaining their recognition.  Keep an eye on the SME website for updates on the status of SME recognition by the international securities regulators.  Our goal is to be recognized as a ROPO by all governing entities that have a program for reporting reserves as quickly as possible.

Illinois DNR Mines & Minerals Office in Ottawa Closes Temporarily - But the Inspectors are still there

The Department of Natural Resources, Office of Mines & Minerals has closed the Ottawa Illinois office.  The inspectors from that office will still be available around the Ottawa area, to do the work they have been doing, while they anxiously await the move to a new office.  The plan is to open at another location in the Ottawa area in the next few months.  Meanwhile, the inspectors may be reached at these numbers:
